The 2012 Presidential & Congressional elections will highlight pivotal choices in energy efficiency policy. What future direction in energy policy can be expected to follow the elections? Is there any likelihood of Congress tackling major energy legislation in the months leading up to the election? Finally, what will be the long term consequences of deficit reduction legislation on both energy efficiency and low income programs? This session will discuss the "politics of energy policy" in a Presidential election year, and forecast what is likely to happen on the Hill and in the Administration before - and after - the November 2012 election. The panel will address the following:
1. What is the future of funding for energy efficiency programs in light of deep cuts in federal spending?
2. What deployment programs are the highest priority in the age of deficit reduction - residential and commercial building retrofits, more effective building energy codes; programs that benefit low income citizens like the weatherization assistance program; or the State Energy Program, which allows the states to develop initiatives that fir the needs of their own population?
3. What should be the appropriate balance between R&D programs like ARPA-E that look to future breakthroughs and deployment programs like LIHEAP, WAP and SEP that provide immediate help in reducing energy costs?
4. What are the prospects for "smaller" energy bills that have received bi-partisan support?
5. What is happening in Congress with regard to energy efficiency financing, such as proposals like a Clean Energy Development Bank or a "Green Bank" to provide necessary up front capital for energy projects?
6. Has the recent sharp increase in the poverty rate created a more favorable environment for energy assistance programs like WAP and LIHEAP?
7. How can advocates for energy efficiency legislation be more effective in building support for programs on Capitol Hill and with the Administration?
8. Developments Relating to the Implementation of the Federal Buildings Personnel Training Act.
