1C- A Solar Developers Perspective on the Massachusetts SMART Program

The Solar Massachusetts Renewable Target (SMART) Program has been promulgated in August of 2017 and the discretionary Guidelines are open for public comment through February 23, 2018.Concurrently, the Department of Public Utilities is litigating the tariff for the SMART program, which is anticipated to be complete by June of 2018.This presentation will briefly touch on the end of the SREC II program, how the SREC program differs from the SMART program and what that means for financing of commercial scale solar projects in Massachusetts.The strengths of the SMART program will be discussed and how financing is effected by those strengths as well as the detractors.If the Department of Energy Resources (DOER) gets the pricing and policy right, the SMART program will provide the basis for sustainable commercial solar development in Massachusetts as well as emulation and adoption in other states.
